While it endorses the objectives of Bill 115 to combat abuse against elders and vulnerable adults, the Commission believes that some of its provisions raise concerns about human rights and freedoms.

Québec, January 18, 2017 – While it endorses the objectives of Bill 115 to combat abuse against elders and vulnerable adults, the Commission believes that some of its provisions raise concerns about human rights and freedoms. In its brief on Bill 115, the Commission explains that under Section 48 the Québec Charter of Human Rights and Freedoms, it already has the specific duty to investigate cases of exploitation of the elderly.
