Summary of the findings and recommendations of a Commission des droits de la personne et des droits de la jeunesse systemic study on the organization of services for students with disabilities, social maladjustments, or learning disabilities (“students with special needs”) throughout the preschool, elementary and secondary public network of Québec. This study evaluated whether the organization of services for these students help them achieve their full potential and successfully complete their studies and guarantee their right to equality regarding their access to free public education.
